Error "Communication Exception" After Upgrading P6 Integration API (Doc ID 1611819.1)

Symptoms

When attempting to authenticate against the P6 Integration API the following error occurs:

SEVERE: Unable to connect to the Primavera server.
com.primavera.integration.network.NetworkException: Communication Exception
    at com.primavera.integration.client.DistributedSession.getDatabaseInstances(DistributedSession.java:98)
