When attempting to mark reports as submitted, the following error occurs.

ERROR

"The Date Submitted you entered is before the Date Generated, Do you want to continue?"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In Argus Safety, go to Reports > Bulk reporting, then click on the red icon to display the Local Labeling Screen.
2. Perform the local labeling assessment and click process.
3. Refresh the screen.
4. Select the case and click 'Mark as submitted'.
5. Enter transmission comment and user id. Then the error message is displayed.

BUSINESS IMPACT

Due to this issue, users cannot submit any cases.
