The NOTF Node Ignores Any WalletInfo Message from Diameter Charging Driver (Doc ID 1612820.1)

Symptoms

On Oracle Communications Network Charging and Control (OCNCC/NCC), all releases up to version 5.0.1 (inclusive), one would expect the NOTF node to recognize a previously populated walletInfo.  However, a new walletInfo is being set up, using a WI_Req, which fails on the third-party Diameter server.

As such, it is not possible to send notifications with balance variable parts.
