ClassNotFoundException During Upgrade to OSM 7.2.2

While trying to upgrade from OSM 220.127.116.11.3 (Patch 16845288) to OSM 18.104.22.168 (Patch 17902698), received the error described below.
The installation runs fine, but after the installation, the OSM deployment cannot start.
Receiving the following error:
- Cannot upgrade OSM
- Removed all the deployed cartridges and osm.ear and cartridge.ear deployments before user attempted the upgrade.
- No errors have been shown during the upgrade process.
- The weblogic server starts without issues.
- But the OSM application cannot start -
