Past Due Sales Order Demand Is Collected But Not Included After The ASCP Plan Run

The customer has some items whose sales orders are collected but not planned.

639122 is the item whose sales order is NOT planned
246553 is the item whose sales order IS planned

Support compared oe_order_lines_all and msc_sales_orders but cannot determine why the sales order is not planned.
Include MDS Days = 1000 days in the Setup Parameters both on the source and the destination.  (this seems to be an exceptionally large value)
The visible_demand_flag is set to YES and a valid requirement date was set. The sales order was partially shipped.
