PROBLEM

Refresh Population incorrectly updates PROMOTION_MATRIX
The issue occurs when Refresh Population is run on an in-process promotion
(date range of promotion spans history and future) and an item or site needs
to be removed from the promotion. Refresh Population correctly removes the
future rows for the item or site from PROMOTION_DATA and leaves the
historical rows. This is correct since Refresh Population should not change
historical data. The problem is that Refresh Population also removes rows
for the item or site from PROMOTION_MATRIX. That is incorrect. Refresh
Population should not remove a combination from PROMOTION_MATRIX if it still
exists in PROMOTION_DATA. This is causing an out-of-sync condition between
PROMOTION_DATA and PROMOTION_MATRIX at XXX Products.
