Inconsistent Cycle Event Creation During Tailor Made Purchase (Doc ID 1615111.1)

Problem Summary
There was inconsistent cycle event creation during tailor made purchase in 7.4 PS19.

Problem Description

1. Create an account on Jan1 and purchase a trial and monthly product (with a promotion)
    Trial product's price is $0 and validity is from Jan1 to Feb 1.
    From Feb1 to Mar1, there is a tailor made product with an item price.
    The base product starts from Mar 1.
2. Run billing on Jan1
    The bill amount should be $0, because the trial product is billed.
3. Move the date ahead to Feb 1 and run billing

At step 3, the trial product gets cancelled and a bill is generated with the item price of the tailormade product, but the cycle forward event is not always created for the tailormade product.
