The Activate Date Is Not Correct when Modifying Item VAT Rate (Doc ID 1615158.1)

Symptoms

In Oracle Retail Merchandising System (RMS) 12.0, when the Value Added Tax (VAT) rate is changed, the default ACTIVE DATE picked is same as the VDATE. 
The system should in fact pick the RMS [VDATE + 1] as the ACTIVE DATE.

Steps to Reproduce:

  1. In RMS, go to Item > Item List > Use > Options > CREATE_MASS_ITEM_CHANGE > VAT Rates.
  2. Create a VAT change.
  3. Select Active Date.  Note that VDATE is taken as the default Active Date.
