Blank Incomplete Comment is Not Checked when Complete Report checkbox is Unchecked (Doc ID 1615714.1)

Symptoms

On a case which 'Complete Report' checkbox is Unchecked and 'Incomplete Comment' is blank,
when use clicks 'E2B Check' icon, no error is printed on the E2B Check report for this
blank 'Incomplete Comment' field.

Case Data:
