Workaround for BUG:17436762 (Doc ID 1616460.1)

Bug 17436762 has been fixed on version and (as back ported Bug 17800780).
For environments where these patch cannot be applied immediately, there is a workaround
which can be done manually.
This note introduce this manual workaround equivalent to the fix of BUG:17436762.

The symptom of Bug 17436762 is that the E2B record in SAFETYREPORT table is deleted when
user clicks Draft link of E2B on Case Form after the E2B's Report Status becomes 'Submitted'
automatically by receiving ACK.
This will occur when the user keeps the case form open after she/he generates the E2B,
and clicks Draft link without noticing the E2B has already become Submitted status.
