How to Repair an E2B which is having problem of BUG:17436762 (Doc ID 1616464.1)

Goal

If an E2B is having the problem of BUG:17436762, it can be observed by;
1)
The E2B report's Report Status is 'Submitted', but
Report Details >> [View ACK] (報告の詳細 >> [ACKの表示]) button is grayed out.
2)
There is a record of that E2B in CMN_REG_REPORTS table but no corresponding record is existing in SAFETYREPORT table.
(CMN_REG_REPORTS.ESM_REPORT_ID = SAFETYREPORT.REPORT_ID)
3)
There is a record of that E2B in MESSAGES and ACKNOWLEDMENT tables but no corresponding record is
existing in SAFETYREPORT table.
(MESSAGES.MSG_ID = SAFETYREPORT.MSG_ID)
(ACKNOWLEDGMENT.MSG_ID = SAFETYREPORT.MSG_ID)

This note is explaining how to repair this E2B to make its [View ACK] ([ACKの表示]) button becomes available
and shows correct ACK information.
