Cannot Save Changes to Transfer Pricing Rule and FTP Standard Process with 'No hierarchies mapped to the selected Folder' Errors (Doc ID 1616688.1)

Symptoms

On Oracle Financial Services Funds Transfer Pricing (FTP) 6.1, after upgrade from 5.6, if the product hierarchy is created in a different folder from the FTP Rule and FTP Process, errors occur when editing existing rule or creating new ones.

ERROR
No hierarchies mapped to the selected Folder.

Updating or editing the FTP process does not work as changes do not save.

The issue occurs because there are no hierarchies mapped to the Default Folder (as they are in a separate folder).

The issue can be reproduced at will with the following steps:

1. Create all hierarchies in a single folder
2. Create a separate FTP application folder with no hierarchies
3. Attempt to create a new Transfer Pricing rule or Standard Process
==> See popup window appear with error: No hierarchies mapped to the selected Folder.

or

1. Create new user
2. Attempt to edit existing FTP Standard Process and update Data Filter

Even after changing the folder and Product hierarchy in the Transfer Pricing rule or Standard Process, the changes do not save and issues continue.
