CAP Cancel Scenario Combined With InitiateCallAttempt Does Not Work (Doc ID 1617727.1)

Incompatibility issue between OCSB3 and OCSC6.

CAP Cancel scenario combined with initiateCallAttempt does not work in OCCAS-SC 6.0 (It used to work fine in OCSB3).

The SIP BYE message is sent out on the incoming leg, yet after that there are no new messages, so the MSC sends an Abort message because its timer fires.

The BYE message which represents the CAP Cancel should arrive to the outgoing initiateCallAttempt leg so the CAP Cancel scenario can be completed properly.
