On Funds Exhaustion DCA is Responding with Both Final-Unit-Indication (Terminate) and Volume-Quota-Threshold AVPs (Doc ID 1618452.1)

Symptoms

When a Subscriber's funds are exhausted, DCA (Diameter Control Agent) responds to a session's credit update request with both Final-Unit-Indication (Terminate) and Volume-Quota-Threshold AVPs.

This is incorrect behaviour, as only the Final-Unit-Indication (Terminate) AVP should be sent on credit exhaustion, to instruct the Diameter client (packet core network element) to use all remaining funds.  The Volume-Quota-Threshold AVP should not be included in the final response.
