ResumeOrderByKeyException - IllegalStateException - Order[PROV-19081] Cannot Be Locked error (Doc ID 1618529.1)

Symptoms

Scenario: Handling Asynchronous Responses from NE.
On receiving success response from NE, ResumeOrderByKey is pushed into Message queue to mark as Success or Fail the whole Work order and intermittantly receiving the following exception, resulting in  leaving the work order in a pending state.
