Planned Order Quantity Wrong In First Bucket After Planning Time Fence - Causing High PAB (Doc ID 1618556.1)

Symptoms

On : 12.1.3 version, Memory Based Planner in UAT:

Users are on 12.1.3 and have applied VCP 12.1.3.9.1 Patch 17350769 with no other one offs. 

Users are running unconstrained plan 90 days/36 weeks/0 periods.
They are using safety stock. They are seeing planned orders created at the planning time fence that are way too high causing large PAB vs safety stock. Example

There's a planned order qty = 13,005 due on PTF Date 14-APR-2014
This is the first weekly bucket. Safety Stock = 8470. PAB = 23,380
So this planned order wasn't even needed here as without it, PAB would still be above safety stock at 10,375.

There's also no planned orders for the next several buckets but they wouldn't need any as PAB is still well above SS in the screenshots.

1. Since the PTF date fell into a weekly bucket, I had them increase to 120 daily buckets and rerun the plan. It did not help

2. They have defined a simulation set to make many items have 0 lead time and attached it to the plan. Had them remove that and rerun the plan but it didn't help
