Weighted Average Cost Is Not Correctly Calculated for New Item at Store (Doc ID 1618809.1)

In Oracle Retail Merchandising System (RMS) 13.2.x, items with Stock On Hand (SOH) have Weighted Average Cost (WAC) calculated as NULL.  This occurs when creating a new item using ‘New from existing’ functionality from an item which is ranged to a location, but which has a different ORG_UNIT than the supplier of the item.

Steps to Reproduce:

1. Create an item in RMS with a supplier and only one Delivery Country cost.
2. Add locations to that item that do not belong to the country chosen.
3. The system warns that not all locations and suppliers are related to the same Org Unit.  Continue.  Average Cost will be populated.
4. Create a new item using the 'Create from Existing' functionality.

Expected result:  Average cost should be correctly calculated for new item at store.
Actual result: The average cost in the new location is NULL.
