Clues Do Not Display in the Web Viewer when Storm Rule Set Is Being Used (Doc ID 1619576.1)

Symptoms

Wind/Ice and Storm rule sets does not display clue in the viewer for trouble codes that are defined as a clue, PH (wire down pole to house) is one example.

EXPECTED BEHAVIOR

The PH symbol would have displayed in the viewer.

STEPS
-----------------------
The issue can be reproduced with the following steps in OPAL:
1. Switch rule set in Authority to Wind/Ice
2. Enter a PH call for a customer, note the Clue PH doesn't appear in the viewer next to the call.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see immediately what the Clue is unless they target to the Event in the Work Agenda.
