Batch Pipeline Is Suspending The Usage Even If The Reject Percentage Is More Than Max Error Rate (Doc ID 1619884.1)

Symptoms

With the following configuration in Output module of the batch pipeline registry:

  MaxErrorRates
  {
  INF_EDR_REJECTED = 90
  }

When one process EDR input file with all EDRs in error ( example: all EDRs with non-existent service login, so the error rate will be 100%), sometimes pipeline is discarding that and moving the file to error directory. But, sometimes it is creating the suspense output file which is not expected.
