Goal

Occasionally, System Administrators would like to bring up an environment in an Admin Mode. This might be done in a case where the system has crashed, or after applying patches to the environment.

When an environment is brought up in "Admin mode", only system administrators can log in. All other users are blocked from accessing the environment.
