On : 8.6.x version, Application Access Contr. Gov.
ACTUAL BEHAVIOR
---------------
Violations were coming up for the responsibilities/roles in the report/results even when they are not assigned to the users.
EXPECTED BEHAVIOR
-----------------------
If responsibilities/roles are not assigned to user, it should not come up in violation.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login in Application.
2. Create Model/Control and run.
3. Review the result set.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot rely on SOD violations.
