SIP invite is sent from OCSB to OCCAS 5.0 (SIP SLEE) by using the following 'To' header

INVITE sip:119*21*0400874782%23*;noa=unknown;tel;npi=1 SIP/2.0

For some unknown reason this SIP Invite is rejected by the following SIP 400 Bad Request:

X-Bad-Request: Illegal header "To"
Expert Info (Note/Undecoded): Unrecognised SIP header (X-Bad-Request)
