ASCP Plan Launch Fails With APP-FND-00806: The Default Value (sysdate) Is Invalid For The Anchor Date Segment

Using Advanced Supply Chain Planning
When attempting to launch an ASCP Mfg Plan
the following error occurs.
APP-FND-00806: The default value 27-JAN-2014 is invalid for the Anchor Date segment.
Your default value will be ignored. Please inform your system administrator that:
Add the value 27-JAN-2014 to the value set for segment Anchor Date, or choose another default value in the Key Flexfield Segments form or Descriptive Flexfield Segments form. Use the Edit Concurrent Program or Define Report Set form for Standard Report Submission report defaults.
-- Steps To Reproduce:
Customer states the issue can be reproduced at will at customer site with the following steps:
1. (R) Advanced Supply Chain Planner
2. (N) Supply Chain Plan / Names
select a Plan
3. Observe the noted error (with today's date being reported)
