POP and IMAP Messaging Multiplexor (MMP) services hang. All access thru the effected MMP system hang.

Attempt to test with telnet to port 143 or port 110 may get "Connected to..." or may hang at "Trying..." but never gets the banner.

Upgraded from 7.0.5.28 to 7.0.5.29 (plus hotfix for bug 17430435).

The problem happens when config changes are made on the MTA on the backend, and then "imsimta cnbuild" and "imsimta restart".
