'[1008] Password Cannot be Null' Message When Users Migrated from OFSA 4.5 Login for First Time (Doc ID 1625126.1)

Symptoms

After migration from Oracle Financial Services Applications (OFSA) 4.5 to Oracle Financial Services Analytical Applications (OFSAA) 6.0 with Infrastructure version 7.3.2.1 or a higher version, when the migrated users attempt to login for the first time with no password, they get the following message:

[1008] Password Cannot be Null

According to the "Oracle Financial Services Data Migration Scripts: OFSA 4.5 to OFSAA, for migration to Release 6.0/7.3 Migration Guide", in Chapter 5 "Post Migration Activities", in the section "Activities After Migration" > "Passwords", users should be prompted to enter a new password when they login for the first time:

"Passwords are not migrated from OFSA 4.5. The user will be prompted for a new password upon initial login."

However, users get the error message instead of being prompted for a new password.
