Why Do "Create Event" Outages Show "0" Customers on Trouble Info and "1" on Work Agenda (Doc ID 1625585.1)

By creating events via Web Workspace's "Create Event" tool, if an event is being created at a Supply Point, the customer count shows '0' on Trouble Info tool while the '# Cust' shows '1' on Web Workspace Work Agenda.

Why would Work Agenda and Trouble Info display a different number of customers out?
