IPSA UI configuration policy active content not working, cannot add extra elements for things like IP addresses or ACLs (Doc ID 1627533.1)

Symptoms

Configuration policies in the UI are not working correctly. If the user clicks a button to add another element such as a IP address, there is no change seen, the extra elements cannot be added or removed. For example the user might be trying to configure ACLs as part of a VRF route map configuration policy, but cannot add the extra sections for the IP addresses.
