Patching and Setup Requirements To Release Purchase Requisitions From ASCP to Purchasing Across Multiple OU's - ORA-20001: User not defined or not assigned to the responsibility - 'APS RELEASE' (Doc ID 1627951.1)

In VCP: OR Higher - When the profile "HR:Cross Business Group" is set to NO, unable to release purchase requisitions from ASCP.

The Planner for item is not defined as a current employee. 
Please define this planner as a current employee in the source database and recollect.

ALSO - after fixing planner setup, further setup required for single planner to release for Multiple Operating Units (OU's)

The following error has also been reported during release from the Service Parts Planning workbench:

ORA-20001: User not defined or not assigned to the responsibility - 'APS RELEASE'

OR we have seen error reported in workbench like below


The issue can be reproduced at will with the following steps:
1. HR:Cross Business Group : No
2. Perform data collection
3. Perform ASCP
4. Releasing planner order as purchase requisitions from ASCP workbench or SPP workbench
