Implementation Of A Failover Mechanism For an NE (Doc ID 1628261.1)

Goal

Does ASAP have an out of the box mechanism to support 2 NEs for a cartridge. One as the Secondary NE and other one as primary?
For example; if a command is sent, and if we are not able to connect to the primary NE( down), can we make a switch and send the command to the secondary NE?
Basically we need to know if there is a failover mechanism out of the box for an NE, or if we must customize the connection handler to handle this situation?
