Customised Collections Utility Giving PERMISSION_DENIED Error In Secondary Schema (Doc ID 1628692.1)

Goal

On running customised collection utility, got the bellow error in schema 02:


On investigation it is found that on secondary schema the table SERVICE_ADMIN_PERMITTEDS_T does not contain any entry for collection actions.

/accounttool/collections/agent
/accounttool/collections/manager

On a different test env when manually add the permission entries through Customer Center, this PIN_ERR_PERMISSION_DENIED error vanishes.  Would like to know the reason.
