Price Events on items not in Retail Price Management (RPM) 13.1.x are getting incorrectly approved when they are created through InjectorPriceEventBatch.sh.
Steps to Reproduce:
1. Create an item in Retail Merchandising System (RMS) and approve it after assigning the locations to it.
2. Notice that records are created in RPM_STAGE_ITEM_LOC table.
3. Create a record in RPM_STAGE_PRICE_CHANGE table for the above item/location with effective date greater than vdate.
4. Run InjectorPriceEventBatch.sh and notice that a price change is created in the RPM_PRICE_CHANGE table in 'Approved' status.
