Symptoms

On : 2.4.0.1 version, BI - Billing

ACTUAL BEHAVIOR
---------------
 Customer using CCB 2.4.0.1 with below configuration:

 Rate :
 BO--Stepped service quantity with seasonal step service on ;
 Precision-0.01;
 Rounding Type:NEAREST or DOWN
 Season 1: 05-01 to 10-31
 Season 2: 11-01 to 04-30
 UOM: Cubic Meter, Decimal position:0

 Bill duration: 07-25 to 11-05 which is over season.
 Consume SQI:2
 Bill Generated Value: 0
 This is the issue, the 2 meter read was missing during generate bill.
 Verify that the Bill Segment shows no entry in Calc Lines tab



EXPECTED BEHAVIOR
-----------------------
Correct value should be 7 not be 0, ==> 2*3.5=7 (SQI=2, Unit Rate Value=3.5)
