Control Central Search Factor Only Can Display 300 record even applied Patches 14053334/14136838 (Doc ID 1629295.1)

On : 2.3.1 version, CNT - Control Central

When a customer is linked to more than 300 Accounts, it error out in Control Central page upon search by name. Control Central search does not work for these Accounts.
The following error occurs.

Please provide more information in the input search criteria to narrow the search.
If you need support please supply the following info to system support:
Message number: 3, 71701

The issue can be reproduced at will with the following steps:
1. Admin menu - F - Feature Configuration - General System Configuration - Control Central Search Factor - set value to greater than 300
2. Patch 14053334/14136838 already installed
3. Go to Control Central, search any account information which have more than 300 value, error occurred.
