Symptoms

ISSUE:

ORA-922 during the upgrade from 4.6.0 to 4.6.2. Log file reports the error while the script oclupg46to462step1.sql is executed.  Customer has a database rule which requires the password contains a special character.
When the installer tries to create the user RXA_WS, the PL/SQL block fails because the variable used to pass the password is not between double quote.
