Is FW v2.2 ADA compliant specifically for blind users?

I read in the document Whats_New_in_FW4.pdf(What's New In Oracle Utilities Application Framework V4 Oracle Utilities Application Framework (Doc ID 1177265.1))
that ADA is supported. Is it the same for FW2.2 as well?
