Configutil Option gen.newuserforms - Can The Value Take Input From A File? (Doc ID 1630129.1)

Goal

Messaging Server 7.0.5

The configutil option gen.newuserforms can be used for a short message with possibly a few lines of text, but does this option also have the ability to be x number of lines in length (could be hundreds of lines) and to contain rich text content, as well as HTML formatting ?

It is also not clear if this option can be used to specify a message file that would be stored on disk to present to newly created mailboxes.

Is there a way that such a message can be saved in this option ?
