Report Property of Layout Can Not Be Changed Once It's Saved

Symptoms
Once the report property of layout is saved, it can not be changed
Steps to reproduce:
1. Create report
2. Go to layout tab
3. Open the default format
4. Go to property tab
5. Save the property save
6. Re-visit the report and try to change the property, but all of them are grayed out
