Is it possible to change the Bill ID generated by the system?

For example, it is needed to add check digit to bill ID in Oracle Utilities Customer Care and Billing (CCB) system, not only in printouts, bill characteristic etc.
Check digits are calculated using "7-3-1 check digit method". "7-3-1 check digit method" is described in http://pangaliit.ee/en/settlements-and-standards/example-of-the-use-of-method-7-3-1
Customer cooperates with Estonian banks. By Estonian reference number standards, all reference numbers should contain check digits that are calculated using "7-3-1 check digit method" – in this case, it is CCB "Bill ID".
