Can Report Submission launch BI Publisher Reports in a Different Format from PDF? (Doc ID 1633725.1)

Goal

Upon submitting a report from the Report Submission page, the report is launched in pdf format even though the report default format is set as MS-EXCEL in BI Publisher. How to resolve this issue?
