OCSG Incorrectly Transforms Base64 Content For OneAPI MMS Request

Symptoms
When sending a MMS-message with the image base64 encoded via the OneAPI; the handset cannot display the image content. When sending the same image as raw binary, the handset has no problem displaying the image.
Checking tcpdump on OneAPI and the MMSC it is found that the ORacle Communications Services Gatekeeper (OCSG) has removed the “Content-Transfer-Encoding: base64” of the image. This causes the MMSC to interpret the message as binary; therefore the handset cannot display the image.
