Configuration Item Remains in ASSIGNED State Even After Service Disconnection (Doc ID 1634337.1)

There is an issue with the disconnect operation through a Web Service request.
When trying to disconnect a service with only an assignment as its configuration item, the state of the configuration item in the UI appears as "Assigned", but it needs to be "Pending unassign".

STEPS ####
- Create a service specification with two configuration items, both on a range from 0 to *. One of these items should be an assignment, the other one should be a reference.
- Create the service entity on UIM with only an assignment.
- Through a rule extension, try to call the service.disconnectService function on this service.

Note that if the same service has a reference configuration item, both items (assign and reference items) are updated properly. Also, this behavior happens only under a webservice request, but when done on the GUI, it works normally.
