Frequent OOM on IC Instances due to Cache (Doc ID 1634571.1)

A Large number of Full GCS are occurring on a frequent basis without releasing of any memory. This eventually leads to OOM.

 When reviewing the heap dump a large port of the Heap is in the Cache - com.inquira.client.beans.EntryTimeManagedObjectCache
