Insufficient Privilege When Redline AML After Upgrade

Symptoms
When attempting to redline AML with user who has modify privileges to only few part.manufacturer attributes after upgrade, below error occurs:
ERROR

Insufficient privilege. Please resolve this issue
STEPS
-----------------------
1. Login to Java Client as admin user
2. Make sure below attributes are visible:
Parts.Manufacturers.Preferred Status
3. Create criteria with name AllPreliminaryParts, and set below criteria:
Parts
Title Block.Lifecycle Phase In Preliminary
4. Create Modify privilege ModifyPartsAML for Criteria AllPreliminaryParts
5. Add below attributes to Applied To:
Parts.Manufacturers.Preferred Status
6. Create TESTMODAML Role with following privilege: ModifyPartsAML
7. Create user test1 and assign below roles:
Product Content Read Only
TESTMODAML
Modify MCO
8. Login to Web Client with admin user. This user has all the privileges
9. Create part P1, and add manufacturer part
10. Release P1with ECO
11. Create MCO1, goto Affected Items tab, add item P1
12. Login to Web Client as test1
13. Open MCO1
14. Goto Affected Items, and redline Manufacturer
15. Update the value for Mfr.Preferred Status and Save
WHAT IS WORKING

User can perform Redline AML with the same privilege on Agile 9.2.2.4
