Creating Zero Forecast Records In Forecast Set Through Standard Interface

Qn1:We are loading/updating forecast by inserting the records into standard interface and they were not processing as expecting for the 0 Qty records.
If there is forecast for the same item in the forecast set, system processing making them as null (by deleting those records) since the new forecast quantity 0 for those buckets which is fine, but if there are no forecast records for the buckets which are going to be processed not being as null, those records being created with value 0.
We are expecting those records should not be created since there is Zero forecast even there are no existing combinations of item and buckets.
Qn2:One more thing the concurrent process was not processing/creating records if starting date of the bucket (for weeks and period) is non working day, actually it should create by push it to next available working day of the week/period. This is standard oracle functionality as we aware of this process but that is not happening over here. For example we have 5 day on and 2 day off calendar and when we process the forecast records by weekly buckets and monday is off for any one of the week that record not creating in forecast.
