Wrong Result Code From OCMC When Subscriber Does Not Have Data Wallet (Doc ID 1635272.1)

Symptoms

On Oracle Communications Online Mediation Controller (OCMC) 6.1, when subscriber does not have a data wallet and tries to use data services, OCMC returns 5031 (DIAMETER_RATING_FAILED). OCMC should return 4010 in this case.
