What Causes "blocking call that has exceeded the maximum limit" Errors in Docupresentment (IDS)?

What causes the following errors to appear in the IDS log?

INFO [IDS-2-BLP] - Business Logic Processor started
ERROR [IDS-2-ReceiverTimerTask-1] - The request receiver <IDS-2-RequestReceiver#1> appears to be in a blocking call that has exceeded the maximum limit of <15> seconds. Attempting to terminate it!
ERROR [IDS-2-RequestReceiver#1] - IDS-2-RequestReceiver#1 terminating.
ERROR [IDS-2-ReceiverTimerTask-1] - Terminate attempt successful! Initializing a new request receiver <IDS-2-RequestReceiver#1>.
