Clicking Bill+ in Favorite Links Does not Default the Account Id on the Bill from the Current Context (Doc ID 1636437.1)

Upon upgrading from Oracle Utilities Customer Care and Billing (CCB) 2.2.0 to CCB, the behavior of the Bill+ favorite link changes. Clicking this link adds a new Bill, but the Account ID on the Bill remains empty and is not defaulted from the current context as was the case in CCB 2.2.0. The Bill+ favorite link is using base Navigation Option 'CI0000000798'.
