Messageserver Fails to Start with 'Error, Unable to Open the Security File for Reading the Config db Password' (Doc ID 1636673.1)

After doing a fresh install of Oracle Financial Services Analytical Applications (OFSAA) 7.3, when you try to start the agent processes from $FIC_DB_HOME/bin, the messageserver fails to start.  The msg_trace_file.log from $FIC_DB_HOME/log contains the following error:

ClsUSmsConnect::setFICPASSWORD(), Error, unable to open the security file for reading the config db password
ClsUSmsConnect::InitEnv(), Error, unable to retrieve config password
FAILED: log_on()
CI18NProvider::CI18NProvider, Error, unable to connect to the config database
Warning : Could not log off 0
CI18NProvider::CI18NProvider, Error, generic exception while trying to construct an instance of I18NProvider
ClsUSmsConnect::ClsUSmsConnect(), Error, a generic exception was caught while trying to initializing the class
Log Message here 1: Tue Feb 25 15:51:32 2014||SEVERE||ConnectToDatabase: Fatal Error, failed to get user ID from LibSmsConnect
Log Message here 1: Tue Feb 25 15:51:32 2014||SEVERE||Could not start Message Logger Server ...

You know the "config" password is correct because you used it successfully during the installation process.

Additionally, if you try to run EncryptC.jar to regenerate a new AESCryptKey.ext file to read the config password, the following error occurs.

java –jar EncryptC.jar
Error: Could not find or load main class –jar
