ORA-00938 in PFT Cost Allocation Rules After Applying Patch 13253719 (Doc ID 1637858.1)

Symptoms

As per Oracle <Document 1386396.1>, if the cost allocation rules gives a failed status and stops the execution when Source has zero rows, the below patch needs to be applied with 7.2.9 and 5.6 as pre-requisite.

"Apply <Patch: 13253719> "DO NOT REPORT ERROR IF NO ROWS FOUND FOR ALLOCATION SOURCE_AMOUNT"

This patch changes the Allocation's behavior to end with a normal status if the source query finds no rows.

You have applied the patch and executed the Cost allocation rules. After replacing the libs and bins when you executed the Cost allocation rules, the rule is hung and the log generates the following error:
Error: ORA-00938: not enough arguments for function Driver

The binary is building a dynamic query for DECODE function and passing just 2 parameters to it. In earlier ofspa binary it was not using DECODE at that place.
