After upgrade to R12.1.3, Data Collection request set failing with: APP-FND-01564: Oracle error 1036 in FDFGDF (Doc ID 1638021.1)

Symptoms

On : 12.1.3 version, Data Collections

When attempting to run Data Collections, after upgrading the planning instance from 11.5.10.2 to 12.1.3, the following error occurs.

ERROR

APP-FND-01564: Oracle error 1036 in FDFGDF
Cause: FDFGDF failed due to ora-01036: illegal variable name/number
The SQL statement being executed at the time of the error was: select meaning from mfg_lookups where lookup_type ='SYS_YES_NO' and lookup_code=1 and was executed from the file &&ERRFILE


STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade Planning Instance from 11.5.10.2 to 12.1.3
2. Advanced Supply Chain Planner Responsibility
3. Nav: Collections -> Oracle Systems -> Standard Collections
4. Launch Data Collections
